I'm 27 and I think about 16-17 yo girls. They are usually fully developed by then look old enough and in some states 16 is a legal conscent age. So I'd say if they really wanted to do it, they should try it out but keep it on the down low.

No. A 16 year old is not as mature as a 27 year old and that is a problem. It is legal age in some places, but is still too young for many women to be involved in sex, especially with someone that old. If she was 18 I would say she could make up her own mind about the age. But another problem is that as her teacher he exerts strong control over her even when not trying. It is therefore considered improper for a teacher to have a sexual relationship with a student regardless of ages.
