Very difficult to say. Somewhere between 13 and 15 I'd say. Depends on how actively they are in contact with the opposite sex.

no set numerical age. you have to play it by signs they give you. myself needed the talk by kindergarten.

That's a very ill advice for sure! Parents should be the ones to definitely give the talk or actively facilitate it cause they are the ones a kid trusts and forms opinions based upon!
