It's about intimacy and acceptance. Ever hear or see relationships where one partner obsessed over the other so much, they'd want or do anything for or with them? It's a kin to that want, desire, and need to have or want what the other partner is giving (semen in this case). It shows not only how much is one partner willing and wanting to please the other, it shows the willingness to do so as well.

Other reasons involve a combination of donation and humiliation, which may also play in the first part, but rather as a more neutral role to demonstrate how willing, versus the presumed negative purpose.

Imagine this scenario: Partner one enjoys the idea for whatever reason. Partner two doesn't enjoy the idea, texture, and thinks they're too good, or it's humiliating.

Each reason, all very valid for their own purposes, tell partner one that partner two would rather but their own personal needs or wants ahead of their partners. I'll explain:
The act the material (semen), is relatively safe. With the exception of risk to some sperm getting in the partner's eyes, the actual physical act is similar to squirting perhaps breast milk, or squirting spit (gleek) at the other.
