Girls, why do some girls' boobs (big or small) bounce and jiggle while walking even though theyre wearing a bra? Shouldn't the bra stop this?

I've noticed some women's boobs moving around quite a lot while simply walking, bouncing side to side or up and down. I'm not staring and perving, more so just curious why their bra isn't preventing this? Ladies do your boobs still bounce when wearing a normal bra when walking? Can you feel that they're moving?
