I'm surprised some of the people here are ok with this. It's a public beach that has its own set of rules. If you want to go nude then go look for a nude beach.
I mean it's just like going to a gym. If I saw someone fully nude using the equipment that's not cool.
Should be allowed to be wearing nothing wrong whatsoever some of Asian countries give permission to wear as well as Topless.

Bikini? Try floss. Chances are there are families there on vacation so it's pretty inappropriate attire to be walking around in. The kids and grandma don't need to know if you shave or see you flossing your ass with that thing you call a bikini.
