I'll use a dictionary reference to define mutilation, and then provide an answer. Merriam-Webster provided
1. an act or instance of destroying, removing, or severely damaging a limb or other body part of a person or animal

2. an act or instance of damaging or altering something radically

The reason for defining is to lessen arguments on interpretation. Most penile cutting literally fits the definition of mutilation as cutting is performed on healthy tissue. In the case of Fournier's Gangrene, or severe infection, cancer, or damage, amputation may be needed to save a person's life, so I discount those.

I believe that a man should have the option to mutilate his penis if he so desires, but have factual, accurate, and unbiased information to make a decision.

Forcing any kind of cutting on a minor without their consent, such as routine infant circumcision, is socially normalized mutilation. It also carries no health benefits on its own, and only diminishes sexual sensation, while sometimes causing chronic pain or numbness.

If an adult male wants to, he should weigh the consequences. No cutting of any type should be done to a healthy person underage, especially an infant and without anesthetic.

Most people here are saying it's ok with if he's a rapist but that still feels wrong.

Rapists are the worst I'm not gonna defend them but saying that makes mutilation ok should also mean cutting off a thief's hand is ok or executing every single murderer regardless of his reasons (self defense included).

Personally I think it's not ok for us to allow ourselves to justify punishing someone with physical damage under any circumstances.
So no it's NEVER ok. Rapist or not.

Plus a rapist would still find ways to rape again given the chance it's not like that fixes him.
