When he says he wants Make love passionately to you, what does that mean? Could a guy say something like this without having/developing feelings for a girl? If he says he wants to cuddle and keep you warm? Lol without even knowing you much though? Confused as!

My best guess if he dose not know you in a romantic way he is basically just saying that for a replacement for "I want you have sex" or " want sum fuk?" Etc
Girls often confuse a desire for sex with feelings of affection. Guys do not even have to like a girl in order to want to have sex with her. They can even actively dislike a girl and be more than willing to have sex with her (a "grudge F***") if she is hot. (there is a girl where I work who I dislike but she has a rockin body I would so like to wear out with sex) Sex and feelings are 2 different things for guys. Yeah its nice when you like her but that is not necessary
Making love is just a euphemism for having sex. Some people will say it sincerely and truly love you. Others will simply use it as a euphemism for sex.
If you haven't spent enough time to truly get to know each other, then it is impossible for him to have transcended past infatuation and into love. The infatuation may end up becoming love over time, but it is probably too early to say.
